Dean Musser

President and Chief Executive Officer

Dean Musser is an energy industry entrepreneur, business strategist and commercial and industrial energy expert with three decades of experience in delivering rapid returns on investment.  A strong leader and communicator, he consistently establishes a vision and immediately executes a plan to meet the established objectives.

Prior to starting Tangent, Dean was COO of Comverge C&I Group, a demand response, advanced metering and grid management solutions company.  He was also Founder, President and CEO of Enerwise Global Technologies, where he transformed the company into the largest demand response provider in PJM.  Comverge then bought Enerwise to establish one of the country’s largest demand response companies.

Dean also previously served as Vice President of Operations & Engineering for Conectiv Solutions, where he led the spin out of Conectiv to create Enerwise.  He started his 30 year relationship with C&I energy customers at Multi-Test Maintenance, a premier engineering service company in the Mid-Atlantic, which he bought and then sold to Delmarva Power to create the foundation for Conectiv Solutions.

He received a BS in Electrical Power Engineering from Drexel University, and an AS in Electrical Engineering Technology from Pennsylvania State University.  He is a licensed Professional Engineer in several states.

Dave Turner

Chief Operating Officer

Dave Turner is an energy markets and infrastructure expert and demonstrated leader with more than 25 years of energy industry experience.  These talents, combined with his expertise as a  P&L manager and business consultant, make Dave an excellent bridge between commercial and industrial customer needs and utility operations and requirements.

Dave has led two successful energy and utility-related businesses from start-up and initial growth stages to strategic acquisition.

As Senior Vice President at Gestalt Energy & Utilities, Dave was responsible for creating and building the company’s Energy and Utility practice, as well as providing business process and strategic planning consulting support to utility executives. Dave started the Gestalt practice in early 2003 and grew the practice to more than 40 employees and $12 million in profitable revenue in 2007. After Accenture acquired Gestalt in 2007, Dave transitioned to Senior Executive (Partner) focused on providing AMI, Smart Grid and Technology business planning, operations and program management services to Accenture’s Utility and ISO/RTO clients.

Prior to Gestalt, Dave served as Executive Vice President at InfraSource, a subsidiary of Exelon Corporation, and as President and COO of InfraSource's Managed Services Group. Dave managed the organization from its initial business plan and start-up through its significant growth, delivering infrastructure solutions to industrial, commercial and utility customers.

Earlier in his career Dave managed field operations, information systems, training, engineering, and planning organizations for PECO Energy, now an Exelon Company and a Fortune 100 electric utility; and for the PJM Interconnection, which coordinates the movement of wholesale electricity in all or parts of 13 states and the District of Columbia.

Dave has published articles and presented papers on a wide range of topics, from Advanced Metering Infrastructure and Smart Grid strategies to utility outsourcing.

Dave is a graduate of Lafayette College with a BS in Electrical Engineering and received an MBA from Villanova University.

Mark Schaefer

Chief Financial Officer

Mark Schaefer is a risk management and financial expert with over 20 years of experience in providing financial analysis and due diligence assessments for energy businesses.

Prior to joining Tangent, Mark was Vice President of Risk Management for Comverge, a leading demand response, advanced metering and grid management solutions company.  Mark performed the due diligence for Comverge’s fully outsourced pay-for-performance programs with several utilities and the ISO New England, and numerous Power Purchase Agreements with customers.

Mark also served as CFO of Enerwise Global Technologies, where he was an integral part of the management team that led a successful exit through sale to Comverge.

He has also served as Finance Manager for Conectiv, Inc., where he was a member of the Strategic Planning Team that led to the creation of the unregulated affiliates Conectiv Retail Energy, Conectiv Services, Conectiv Solutions and Conectiv Communications.  Additionally, he was the financial liaison between unregulated affiliates and corporate. He has held several financial management positions for Delmarva Power and is well versed in regulatory policy.

Mark holds a BS in Business Administration with a minor in Economics from the University of Delaware, and an MBA from Villanova University.

Charles Costenbader

Executive Vice President, Corporate Development

An expert in project financing and tax structure with an extensive network in the energy and financial industries, Charles Costenbader leads Tangent’s corporate development.

Prior to joining Tangent in June 2011, Charles was an Associate Director with Macquarie Energy LLC in Houston, Texas.

His responsibilities included sourcing power and gas storage assets for investment and commodity trading opportunities. He also provided due diligence and risk management support concerning physical assets such as refineries, renewable energy, infrastructure, and biofuel production facilities.

Charles sourced and was instrumental in a $41 million power sales and project finance deal Macquarie closed in 2011 with Lincoln Renewable Energy to develop The New Jersey Oak Solar project.  As part of the transaction team, Charles negotiated the documents providing the construction and term financing, along with off-take support.

He returned to Macquarie after serving as Chief Financial Officer for a renewable fuels company where he was responsible for investor relations, closing equity commitments with several private equity firms, sourcing term debt and working capital loans, and establishing risk management controls, financial reporting, compliance and accounting procedures.

Charles also worked ten years in the Structured Finance Group of GE Capital, focusing on structuring and optimizing power, gas storage, refinery, renewable energy, and industrial manufacturing investments.

There he was responsible for structuring the development contracts to build the 10bcf Sabine Gas Salt Dome Storage Project in Beaumont, Texas. For the three-year construction period post financial closing, he regularly visited the site to monitor and verify work progress relative to capital disbursements.

Charles graduated from Lafayette College with a BS in Mechanical Engineering and received an MBA degree from Columbia University with a focus on finance and operations management.  He also holds a Professional Engineering License certification in two states.

Andy Meserve

Vice President, Solar Sales and Development

Andy Meserve is a renewable energy expert focused on developing growth businesses in the photovoltaic (solar electric) arena.  Andy has ten years of successful solar business development experience in North America and is an integral part of today’s solar business community, helping to shape a sustainable industry.

Prior to joining Tangent, Andy was Sales Director for GE Energy – Solar Technologies. Andy’s focus on customer development, renewable policies and product advancement earned him the majority of revenue recognition in North America among the GE Energy solar team year after year.  He was instrumental in changing the core strategy of selling bulk solar modules through distribution to selling GE branded solar systems through an authorized dealer network, realizing increased value for GE and its customers.  He also initiated and grew direct turnkey solar solutions that provided large electricity consumers with attractive and financially viable renewable energy solutions.  As the renewable energy market grew and experienced rapid change, Andy’s leadership and valuable customer solutions resulted in business growth for GE Energy and their customers.

Andy was also the sales manager for AstroPower, a leading U.S. photovoltaic company, when GE Energy acquired it in 2004.  At AstroPower Andy was responsible for packaged solar system and solar module sales through an emerging dealer network, home builder program and Home Depot retail sales program in the eastern half of the United States.  He increased the annual sales revenue by over 100% in 2002 and by over 60% in 2003.

Andy holds a BA from the University of Delaware, serves on the Board of Directors of the Delaware Solar Coalition, and served two terms as Vice President of the Mid-Atlantic Solar Energies Association.

Steve D'Angelo

Vice President, Technology

Steven D’Angelo has over 12 years of experience in electrical metering, integration, and control systems.  Prior to joining Tangent, Steven worked for Comverge (formerly Enerwise Global Technologies) for nine years.

At Comverge, Steven managed a 24x7 Network Operations Center as well as a metering and controls integration team providing metering, integration, and real-time system implementation for commercial and industrial customers.  His responsibilities included customer care, on-call service, and coordinating system shutdowns, upgrades and new installations.

In addition, he designed and commissioned Supervisory Control and Data Acquisition (SCADA) systems.  Steven has also worked as a Systems Integrator and Systems Communications Specialist.

He graduated from the University of Delaware with a BS in Business Administration.
